The trees in this picture have different hue values but are form the same tile set, I know that it it possible to make new tile sets but I don´t know how .

I think answers to questions like these belong more in the tutorial section^^under his devianart account

it is either a hue/saturation change or a colorization technique

I use gimp for most of my artwork. So I would just colorize multiple versions of the same tree.
